Is barrel accuracy mostly QC or just luck

I think it's 70% quality control, 30% luck. I've had two 'identical' barrels from the same manufacturer and one shot 0.5 MOA, the other barely held 2 MOA. Same ammo, same setup. At a certain price point you're guaranteed quality, but mid-tier stuff is a lottery. That's why test-firing before you commit to a build is smart if possible
 
what separates good manufacturers from the rest is consistency. Sure, luck plays a part sometimes, but when you see accuracy time and time again, it's usually because some regular company sticks to the same process every single time.
 
That lines up with a lot of real-world experience. Mid‑tier barrels can be a gamble and testing early saves you money down the road.
